Steam Deck plugin adds AMD FSR4 support to improve visuals

You're supposed to only be able to use AMD FSR4 with the latest AMD GPUs, but thanks to a woops from AMD - even the Steam Deck can now use FSR4.

No piracy, there are other communities for that.
Discussion of emulators are allowed, but no discussion on how to illegally acquire ROMs.
